A page builder is a WordPress plugin that lets you design and build pages visually, using a drag-and-drop interface, without needing to write any code. It's a large part of why WordPress has become accessible to people with no development background at all.

Gutenberg, WordPress's built-in editor, has grown considerably more capable over recent years, closing much of the gap with dedicated page builders. Elementor and similar tools still tend to offer more design flexibility and a broader set of specialized elements, particularly for highly custom layouts.
